The “Opinions” propose promoting the high-quality and efficient development of the service industry. They encourage the integration of modern service industries with advanced manufacturing and modern agriculture and animal husbandry. The construction of the Baotou Rare Earth Products Testing and Inspection Center should be accelerated. Support Inner Mongolia in developing a hub economy and advancing the construction of national logistics hubs and national backbone cold chain logistics bases. The application of modular road container transportation should be studied. Cultivate and develop the silver economy. Implement the Project for the Inheritance and Development of Fine Traditional Chinese Culture. Include the study of the Xiliao River Civilization in the Chinese Civilization Exploration Project and support the application of the Hongshan Culture site for World Cultural Heritage status. Promote the construction of national cultural parks for the Great Wall and the Yellow River, and support the creation of the Arxan National Tourism Resort. Support border counties such as Zhuengadabuqi in conducting pilot reforms for border tourism experimental zones. Study the establishment of the Helinger Financial Data Industrial Park. Support Inner Mongolia’s financing guarantee institutions in strengthening cooperation with the National Financing Guarantee Fund.
